And what you need to consider?
The Autumn Budget has landed, and while it’s being called a “reset” by the government, it’s SMEs and HR teams that will feel the pinch. Whether you manage a team of two or two hundred, there are key changes in this year’s spending plans that will directly impact your people, processes, and payroll.
Here’s what employers and HR leaders need to know and how to stay one step ahead.
Minimum Wage is Rising
The annual increase in National Minimum Wage has been announced and effective 1 April 2026, is going up across the board:
- Age 21+: from £12.21 to £12.71 per hour
- Age 18–20: from £10 to £10.85 per hour
- Age 16–17 and apprentices: from £7.55 to £8 per hour
That’s a significant, above inflation increase, particularly for younger workers, and while it brings welcome support to low-paid staff, it also increases costs for employers, both in terms of basic pay but employer’s NI contributions.
What to do now:
- Review pay bands and budgets now: April 2026 will arrive faster than you think.
- Check your job roles for compliance: especially where salaries are close to the new thresholds.
- Check age bands: the new rates apply from an employee’s birthday if that takes them up a band
- Prepare for conversations: expectations from employees may shift based on the headline news.
- Consider the differentials in pay rates; increasing the bottom levels may require increases across the board in order to reward more skilled/senior employees
Salary Sacrifice Under Scrutiny
A major shift comes in the form of a cap on salary sacrifice pensions. From April 2029, only the first £2,000 paid via salary sacrifice into a pension will be exempt from National Insurance. Contributions above that will be taxed at 8% for employees and 15% for employers.
This change hits both higher earners and employers who offer generous pension top-ups. Many businesses will now be forced to rethink how they structure their benefit packages.
What to do now:
- Model the impact on your reward strategy and employer NI contributions.
- Communicate clearly with staff about changes to their take-home pay and pension savings.
- Reassess benefits: how can you continue offering value to your team without increasing costs?
Income Tax & NI Thresholds Frozen
The freeze on income tax and NI thresholds will continue for another three years from 2028. As wages rise, more of your employees will find themselves crossing into higher tax brackets – even if their standard of living hasn’t improved.
What to do now:
- Review payroll software and ensure systems are ready to handle increased tax calculations.
- Be ready for pay queries: as more employees question deductions and net pay drops.
- Plan wage reviews carefully, balancing retention and cost.
Apprenticeships - Some Good News
There’s some relief for SMEs looking to invest in younger talent. The government has pledged £820m over the next three years to fund apprenticeships and youth employment schemes. Notably, apprenticeship funding will be free for under-25s in small and medium businesses.
What to do now:
- Explore apprenticeship routes to attract and train new talent cost-effectively.
- Use the Youth Guarantee scheme to engage with 18–21-year-olds on Universal Credit.
- Build internal career pathways to retain young workers and reduce turnover.
Employee Ownership Trusts - Less Tax Relief
If you’re considering selling your business through an Employee Ownership Trust (EOT), note that capital gains tax relief will be reduced from 100% to 50%. This could affect exit strategies and succession planning.
What to do now:
- Seek specialist tax advice if an EOT was part of your business plan.
- Stay informed as the Department for Business and Trade launches a new consultation on cooperative business growth.
- Explore other succession strategies early, to give yourself time and options.
